BUENOS AIRES -(Dow Jones)- While Brazil's oil giant Petroleo Brasileiro (PBR, PETR4.BR), or Petrobras, roars ahead at home, activity at its neighboring Argentine unit, Petrobras Energia SA (PZE, PESA.BA), has been muted.
Last week Brazil changed its oil laws to clear the way for Petrobras to develop massive offshore oil deposits and become a worldwide oil powerhouse.
But in Argentina, while the government has long talked about boosting production and offshore exploration, price caps and other policies have stymied investment, leading to declining output and reserves.
"Petrobras in Brazil and Petrobras in Argentina aren't even comparable. Argentina doesn't add any value to Petrobras in Brazil," said energy consultant Carlos Pierro.
Pierro, who was once president of Argentina's top oil company, YPF SA (YPF, YPFD.BA), the local unit of Spain's Repsol YPF SA (REP, REP.MC), said Petrobras is just buying time as it waits for Argentina's energy policies to change.
"The Brazilians figure it's just a question of time," said Pierro. "When that happens, the energy business will explode and Petrobras will be ready to take advantage of it."
A spokeswoman for Petrobras Energia repeatedly declined to comment for this article.
Last month Petrobras Energia agreed to halve its refining capacity in Argentina by selling its San Lorenzo refinery and a chain of related service stations. Some interpreted this as a sign that Petrobras was looking to curb operations in Argentina.
But Raymond James analyst Ricardo Cavanagh said the sale is simply good business and doesn't imply any kind of exit.
"The San Lorenzo sale improves Petrobras's downstream profitability," said Cavanagh. Petrobras had to run the refinery with crude oil from third parties, paying two to three times more than the $18 per barrel it pays for its own crude at another refinery in Bahia Blanca, he said.
Meanwhile, analysts said Petrobras can use funds from the $110 million sale to boost exploration.
"Petrobras's core business is upstream. It's looking to get out of downstream," said Pierro.
Speculation has been rife that Petrobras may also sell its stake in a local electric power distributor, Edesur.
"It's a headache to be in the distribution business," said Pierro. "You have to deal with frozen rates and it's much more risky from a commercial and political perspective. Why would you want to have those problems?"
The government tried to raise electricity rates last year for the first time since Argentina's 2002 economic meltdown, but backed off amid consumer protests.
Brazil's new energy laws will help Petrobras, already the world's third-largest oil company by market value, enhance its role as a global energy powerhouse.
But in Argentina heavy state intervention, a lack of financing and price controls have given the company, and others in the sector, few incentives to invest.
"Because of Argentina's price controls, it's not as profitable to do business here," said Roberto Drimmer, an analyst at VatNet. "Many firms are looking to reduce activity in Argentina, and that seems especially the case with Petrobras as they find more offshore in Brazil."
Petrobras plans to invest as much as $220 billion through 2014 in offshore operations in Brazil, with oil and natural-gas output more than doubling over the next 10 years to 5.7 million barrels of oil equivalent, or BOE, per day.
That would make Brazil the world's fourth-largest oil producer at current output levels, behind only Saudi Arabia, Russia and the U.S., as well as push the country past current top Latin American producers Mexico and Venezuela.
"We're talking about two completely different companies in terms of size," said Standard & Poors analyst Luciano Gremone. "Petrobras here is very, very small in comparison."
Since 1998, Argentine crude oil output has fallen by 25% and it faces the prospect of becoming a net importer. Gas production has been declining since 2004.
Oil and gas reserves also have declined and Argentina hasn't had a major discovery in 15 years, according to research done by eight former Argentine energy secretaries.
Last year Petrobras Energia invested $58 million in offshore projects in Argentina and saw its oil and gas output rise 6% on the year to about 93,000 barrels a day.
But the company's proven oil and gas reserves fell to 85 million BOE from almost 100 million at the end of 2008.
Petrobras Energia posted a first-quarter net profit of 180 million pesos ($46.2 million), compared with an ARS205 million loss a year earlier.
"Argentina's price policies reduce profitability and exploration," said Drimmer. "So whoever bets on Argentina is making a long-term bet. This is true for the entire sector, not just Brazilian companies."

Alacrán, el "final" es relativo. Yo hablo del corto plazo, y de la lucha que vengo anunciando se daría en los U$S15.50.
Si los pasaba, no hay resistencia hasta los U$S16. Si recula, los U$S15 son probables.
Obvio que no es "la batalla final" de PESA, esa la va a librar el año que viene, en tiempo de elecciones.

Para mí no hay ninguna final acá y lo más razonable es un achique a la zona de 15 u$s .

como creen que vendra el balance la diferencia de precios de las naftas que llega la suba de 15% con respecto al ultimo balance me imagino que se reflejara ???? y otra cosa lo de la opa que tanto hablo roca que opinan ?

15,44, en la lucha, anticipado en este foro.

Debería definir rápido, de lo contrario, cuidado que se va para abajo otra vez.

No pudo con el techo anunciado hace unos días. Quedó en la zona gris, mañana debería tirar un poquito y confirmar con volumen, si no lo hace, es momento de asegurar ganancias...

ahi tienen,,lo putena pero de 5.25 a 6.17 en unos dias linda suba,,igual se va a 10 nose si dolares o pesos,,pero si son dolares seran 40 pesos
