DJ Trading Places: Investors Buy Venezuela, Sell Argentina

--Buyers turn into sellers of Argentina's debt
--Analysts unsure of Chavez's return for another term
--Prospect of regime change makes Venezuela attractive

NEW YORK (Dow Jones)--In a reversal of sentiment, investors like Venezuela's
dollar-denominated bonds a lot more these days than Argentina.
Fund managers and speculators are salivating at the prospect of political
change in Venezuela and loading up on the country's debt. Their hope is they will
catch a rapid rise in the prices of these bonds if a new administration comes
into place to replace that of ailing President Hugo Chavez.
Meanwhile, many investors have become sellers of Argentina debt, turned off
by President Cristina Kirchner's unpredictable policies--highlighted by the
government's recent nationalization of energy producer YPF SA (YPF, YPFD.BA), a
subsidiary of Spanish company Repsol YPF SA (REP.MC, REPYY).
Argentina and Venezuela are the two outliers in Latin America. The countries
have eschewed the overhaul agenda that has helped their continental peers catch
up with the rest of the world.
In a sense, investors perceive both these countries as being stuck in a
rewind of the 1980s and 1990s, when ideology-steeped politics and populist
policies drove many countries in Latin America to financial default. High
inflation and low levels of foreign and domestic investments have curbed the
countries' ability to tap international markets and left them highly vulnerable
to a global slowdown. Argentina, though, has been saved by the soaring prices of
soybeans, one of its exports.
Neither is in danger of defaulting on its debt, and both offer investors high
yields--more than 600 basis points wider than the broader emerging-markets bond
index.
In recent weeks, investors' perception and expectations for the two countries
have changed tangibly. There is a distinct preference of Venezuela over
Argentina.
"We are convinced that there will be a change, and Chavez won't be the next
president of Venezuela, though it's hard to say what that path is going to be,"
said Sam Finkelstein, global head of macro strategies at Goldman Sachs Asset
Management. That, he said, is reason to buy long-term debt in Venezuela.
Chavez, who has ruled the country since 1999, is undergoing cancer treatment
and his sporadic appearances have raised concerns about his health and ability to
run the country. Analysts and market watchers are hoping by July 1, when official
campaigning begins in Venezuela, there will be a clear signal on whether Chavez
plans to run or not.
On the J.P. Morgan Emerging Market Bond Index Global, the benchmark for
dollar-denominated debt most investors follow, the weighting on Argentina is
flat, indicating a neutral outlook on the country. But the benchmark has an
overweight--or more-than-average--exposure to Venezuela. Argentina and Venezuela
make up 1.3% and 9.5%, respectively, of the index in terms of market
capitalization, according to J.P. Morgan.
Joyce Chang, head of emerging markets and global credit research at J.P.
Morgan, noted investors have made "outsized gains on Venezuela's sovereign debt
in the first quarter of this year, but there is still a strong case to stay
overweight Venezuela due to high yields."
The trajectory for Argentina, on the other hand, appears very clear to
investors.
"Argentina was on the long road back, after its default, to accessing
international markets, and now they have taken several steps back," said Russ
Rowley, a portfolio manager at Principal Global Investors.
His fund began to scale back last week from its already-underweight position
on Argentina's debt by selling its corporate and sovereign holdings from that
country.
While Argentina's yields remain high and attractive, Rowley's fear is that if
the situation deteriorates even more, foreign investors would start to flee and
the administration may impose controls.
"We are not getting adequately compensated for these risks," he said.
"The real risk in Argentina is that its sponsorship could fall; this already
has happened in Venezuela," J.P. Morgan's Chang said. "The pool of investors will
be considerably narrower and this will likely result in higher volatility."
Some investors, however, want to wait for more clarity.
"Things are shifting a little bit, and there's more caution coming in," said
Catherine Elmore, portfolio manager at Standish Asset Management in London.
"There's a rethink going on in terms of how much exposure to have to these
countries."
Her fund, for instance, matches the benchmark weighting on Argentina and
Venezuela, but she is keeping a close eye on developments in Venezuela and
doesn't rule out adding more exposure to that country.

Flaco, yo le dedico todo los dias 2 horas a estudiar finanzas: opciones, bonos, acciones, AF, AT, temas viejos, temas nuevos, cursos, etc...al menos, si, unas 2 horas al menos todos los dias de mi vida, aun en vacaciones, y vos queres que te la den servida??? Asi y todo, ganar guita en escenarios como los locales no es facil...
